After many tests (the use of javascript tags), it is clear tha Yola is the best web hosting services (no ads added by yola, free use of javascript, 1GB of free storage):

With one Id, you can manage 5 yola sites.
The yola gadgets (same of iGoogle gadgets, iFrame...) interact with the user.

I tested 6 web services (first column and also jimdo, see below:)
Their drag and drop web 2.0 systems allow users to incorporate widgets without knowing HTML, but often the javascipt tag is not allowed.

You can use the tag javascript (and ad)  on http://fr.jimdo.com/
but they put their own ads.

You can upload pdf and DOC files.
But you cant upload Javascript file on file manager!
You can always add snippet of javascript code to your site by using the HTML widget box. 
Another alternative is to use a better file hosting company and then link to your .js file.
